.NET Linear + 2D Barcode Forms Control 19.12

Updates to all Symbologies Include:
* Correction to the Rotation issue in the paintOnGraphics method.
* Add a property that gets the expected barcode height and width.

* Telepen displays human readable with check digit.

DataMatrix
* Functionality that allows the user (when ApplyTilde/ProcessTilde is enabled) to encode the FNC1 using parentheses around the AI in ASCII Encoding Mode corrected. When FNC1 appears in the first position (or in the fifth position of the first symbol of a Structured Append), it will indicate that the data conforms to the UCC/EAN Application Identifier standard format.

* Correction to End of Transmission (EOT).

* Correction to FontEncode routine.
